Momina Musteshan breaks silence on sexual harassment

After the upheaval that followed Meesha Shafi’s allegations on singer Ali Zafar, several women have since stepped up to share their own experiences of sexual misconduct; and the list now has the name of Pakistan’s beloved Momina Mustehsan in it.The Coke Studio star, jumping in on the #MeToo bandwagon took to Twitter to share that she too has been a victim of sexual abuse and the issue goes beyond genders and stands for the whole humanity."I too have been a subject of harassment, and this issue is bigger than just Ali Zafar. I personally stand to lose much more than I will ever gain, BUT this cause is greater than any one man or woman. It's about humanity and dignity, about equality and honor. I pray that people will stand by women who have been violated and victimized." she stated. The extensive post, also called upon Ali Zafar along with other offenders to instill in themselves the courage of accepting their slip-ups, subsequently bringing forth another trend of #ImSorry in the face of #MeToo."I stand by all the women who have had to deal with inappropriate behavior of any sort. It's time Pakistani women are able to stand up and hold their oppressors accountable, no matter how strong or influential they are. Don’t be scared. They are strong because we are weak - lets change that. Speak up, stand up. Call a spade a spade. And it's definitely time Pakistani men stood up for our women. I hope all the men reading this agree that harassment of any form is NOT OKAY," she further added in the note.

Sarfraz has high hopes for young Pakistan in England Tests

The 16-member squad fly early Monday and after two side games against county teams in England will play a one-off Test against Ireland at Dublin May 11-15.They then face a formidable England side in two Tests at Lord´s (May 24-28) and Leeds (June 1-5).Sarfraz said his players were eager to do well."Our hopes are very high and I am very optimistic with these new boys," he said after a short training camp in Lahore."The best thing about these players is that they are willing to perform well at the bigger platform."Pakistan will be without senior batsmen Younis Khan and Misbah-ul-Haq who helped them level a four-match series 2-2 against England in 2016.Both retired in May last year."Whenever there is a tour of England the conditions are considered as tough. On our previous tour in 2016 we played matches in June but this year we are starting a bit earlier so obviously it will be difficult."We are obviously missing our two senior players and we have an inexperienced side," said Sarfraz of his team which has five players awaiting their Test debut.Openers Fakhar Zaman and Imam-ul-Haq, batsman Usman Salahuddin and allrounder Faheem Ashraf have featured in limited over matches but not in the five-day format.Middle-order batsman Saad Ali is picked for the national team for the first time after notching 957 runs -- the most in the last domestic season.Pakistan will miss ace leg-spinner Yasir Shah, ruled out of the tours with a hip injury."If Yasir was fit he would have been an automatic selection but we still got good spinners and Shahdab Khan is the best option," said Sarfraz of the 19-year-old who has played just one Test. While Ireland are playing their inaugural Test after being accorded the status just last year, Sarfraz said they would also be tough opponents."They are a strong team with most of their players regularly playing in county cricket in England, so I am expecting a good competitive match against them."

New development paradigm for Pakistan

Sustainable Development Goals (SDGs) have not only replaced the “Millennium Development Goals - MDGs” but also provided a new development paradigm for humanity where development has become a right. SDGs are universal set of 17 goals, 169 targets and 241 indicators that UN member states are expected to localize in their own development agendas and socio-economic policies during the period 2015-2030. All 17 goals are based on three pillars, i.e., inclusivity, equity and sustainability.Pakistan was the early starter on SDGs and Ministry of Planning, Development and Reform launched the SDGs as a people centric development agenda. The parliament declared them as “national development goals” through a resolution. Planning Ministry started spadework on implementation of this very important agenda in close coordination with provincial governments. Translating the ambitious SDG agenda into a workable action plan and selection ofcountry specific targets and indicators in two years was a huge challenge particularly for developing countries like Pakistan. Therefore, Pakistan has started translating global SDGs framework into national action plan. The SDGs framework requires an integrated monitoring and evaluation framework with review processes at four levels: Global, Regional, National and Thematic. However, the main focus of SDG monitoring mechanism will remain at the national level for convenience of reporting. A sound indicator framework has provided a robust management tool to develop implementation strategies and allocate resources accordingly. A well-defined set of indicators guarantees regular monitoring of progress towards sustainable development and help ensure the accountability of all stakeholders for achieving the SDGs.The planning ministry has launched “National Initiative on SDGs” in collaboration with UNDP. Under this initiative, federal and four provincial SDG support units are already established. The objective of these units is to enhance coordination, oversight and technical support to the government of Pakistan in achieving SDGs targets. Federal SDG Unit is connected with four provincial units for monitoring and evaluation of SDG indicators. Reporting and monitoring framework has already been formulated in the shape of a data gap report, which is available online. The other objective of this exercise was to identify the lead ministry and reporting agency to fix the responsibility of data collection and dissemination. Also, the study discusses preferred data source for an indicator in case of multiple data sources. The standardization of definition in accordance with global definition has also stressed in the study. The data gap report has sorted and divided the 241 indicators in federal, provincial and local domains by examining current administrative data sources and survey instruments in addition to government plans to initiate new survey.Pakistan’s efforts are also recognized at the regional and international level and Minister for Planning has been made Champion Minister for SDGs and Chairman of Asia-Pacific region on SDGs. National reporting is essential and performance at national level is the aggregation of performance at regional and provincial level, well-coordinated efforts from different ministries, institutions and stakeholders at the national provincial and district levels is being streamlined. To begin with strengthening of the linkages between planning at national and local levels; enhanced coordination at both federal and provincial levels; and building the capacity of provinces and district governments towards service delivery and reporting mechanism are being worked out.Pakistan has prepared a baseline on the basis of existing data and also started process of firming of medium-term targets to reach 2030. SDGs goals and targets need to be localized in the light of national and sub-national peculiarities. Their flexibility to take into account different national realities, capacities and levels of development make them more acceptable for different tiers of the government and community based organizations. Pakistan has already started to adopt and operationalize SDGs,mainstream goals into national development planning, mobilize resources for achievement of SDGs and monitor progress at various levels of government. The government is developing inclusive partnerships with civil society, academia and the private sector for coordinated efforts towards achievements of most of the SDGs. Ministry of IT, Ministry of Health, Council for Water Research and Climate Change has already started aligning their policies with SDGs indicators. The planning ministry in collaboration with the provincial Planning and Development Departments and UNDP has already done sensitization workshops about the SDGs at the grassroots level and disseminate the underlying methodology and usage of the MPI for informed decision making at the district level. Sensitization seminars held in all divisional headquarters of the four provinces. The ministry has also got feedback on prioritization from divisional level workshops on priority areas and embedded them into national framework. In addition to that prioritization workshops were conducted in the provinces involving government departments, civil society, intelligentsia, academia etc.A local government Summit was also held in Islamabad on March 09, 2017 with active participation of 79 elected heads of District Councils from all four provinces. The Summit focused on the role of local governments in achieving SDGs and how an effective monitoring mechanism could be established in districts. SDG Committees of Parliament are also established in the federal as well as provincial levels. Federal PSDP and provincial ADPs of two provinces, namely, Sindh and Punjab have made it mandatory for all development projects to have a reference to specific SDG goal and target in the project document beginning July 2017. The other two provinces are working on it and most probably soon finalized the mapping of SDGs with their ADPs accordingly. The government has changed its development strategy from centralized planning process to participatory planning. For SDGs, government has considered private sector as a major player in the achievement of SDGs. A study has been conducted for private sector engagement in SDGs which will subsequently form the basis for the development of “private sector engagement strategy.” In addition to that several private sectors are now working in close collaboration with the government on various SDG targets. The federal and provincial governments are cognizant of the value of implementing 2030 agenda and diverting resources to have effective planning, implementing, monitoring and coordination mechanisms. The SDGs support units both at federal and provincial levels are working closely with Planning Commission and Provincial Planning and Development Departments to develop a strong partnership among all stakeholders for the effective implementation of SDGs in Pakistan. An appraisal of existing policies, institutional arrangements and capacities, means of financing, and scope in future is being done at federal and provincial level, which will be gradually extended to districts. Recently (March 2018), National Economic Council (NEC) has approved National Framework on SDGs.This framework has given prioritized national goals and indicative targets, which will ultimately converted into provincial and district plans. Pakistan is prioritizing its agenda as following;  Review global SDGs formulate own goals and targets in national contextEstablish closer alignment between the global SDGs and national and provincial annual and long-term development plansBroad-based stakeholder engagement for greater ownership; and synergies among government, academia, civil society and the private sectorEstablish an efficient system to monitor/track and review progressAn effective reporting and coordination mechanism at the federal levelThe priority areas for Pakistan include eradication of poverty and hunger, sustainable and inclusive growth, quality education and health services for all, affordable and accessible energy for all, food and water security, resilient infrastructure, decent and productive employment, access to justice, and climate change. Pakistan’s development landscape is changing at faster pace, which has provided the optimism for leveraging SDGs for improvement in the quality of life for the poor. The writer is Chief Poverty & SDGs at the Planning Commission of Pakistan and can be reached at: zafarulhsn@gmail.com

Hamza Ali Abbasi's take on Meesha Shafi allegations causes social media uproar

The fiasco that broke out after Meesha Shafi accused Ali Zafar of sexual harassment has divided the entire Pakistani showbiz industry into two, with some standing in solidarity with Shafi while others defending the accused. Hamza Ali Abbasi on the other hand, has his own distinctive take on the whole debacle. The highly opinionated Mann Mayal actor took to Twitter to share his own stance on the situation, and as always, his comments attracted massive backlash. As per the beliefs of the 33-year-old actor, recurrent incidents of sexual misconduct in today’s society are directly relative to modernism.“With this entire #MeToo global epidemic on the rise, I am beginning to realise that Islam was right all along when it ordains gap between the two genders. So called modernism has brought us to a point where the line between flirting and harassment is insanely blurred,” stated the tweet. He further explained that women speaking out about occurrences of harassment now had previously been entirely at ease with the idea of men flirting.Hamza further stated: “In any case, #MeToo is a very serious issue globally no matter whose side you are on. Ahh, only if we (including me) listen to what [Holy]Quran said 1400-yrs-ago 'Tell the believing men to lower their gaze (not look at a woman with lust) and guard their modesty' QURAN 24:30.”To pacify the upheaval caused by his outlook, the Waar actor ended the contentious twitter thread by adding a cheery note about the freshly-released Motorcycle Girl.

Just like a woman, a man also has respect and dignity.”Dr Ameen said that she doesn't want to speak more on this controversial matter in the media.Singer Meesha Shafi on Thursday shocked Pakistan's entertainment industry with allegations of sexual harassment against popular actor Ali Zafar.Following the accusation, other high-profile voices were quick to lend their support and it became a trending topic across social media.Shafi posted a lengthy message on Twitter, accusing Zafar of physically harassing her on "more than one occasion". "This happened to me despite the fact I am an empowered, accomplished woman who is known for speaking her mind!" read the statement.Zafar denied the accusations, threatening legal action against the actress."I intend to take this through the courts of law, and to address this professionally and seriously rather than to lodge any accusations here," he wrote on Twitter.Zafar has dominated the music charts in Pakistan for nearly two decades and has also starred in a number of films including Bollywood satire "Tere bin Laden" which translates as "Your Bin Laden".The #MeToo and #Timesup campaigns have gone global since allegations of sexual misconduct by Hollywood producer Harvey Weinstein were published last October, sparking an avalanche of accusations against other powerful men. However, the movement has been slow to catch on in Pakistan, where women have fought for their rights for years in a patriarchal society where so-called "honour" killings and attacks on women remain commonplace. In a report released earlier this week by watchdog Human Rights Commission Pakistan, the group said violence against women remained troubling, with 5,660 related crimes reported in the country´s four provinces in the first 10 months of 2017.
