CJP pays rich tribute to Justice Ejaz Khan on his retirement
ISLAMABAD: Paying rich tribute to the retiring judge of the Supreme Court of Pakistan Mr. Justice Ejaz Afzal Khan, the Chief Justice of Pakistan Justice Saqib Nisar has said, as a Judge of the Superior Courts, Justice Ejaz even in the most trying times has made it his priority to deliver Justice’.Addressing a full court reference to honour the outgoing judge, the Chief justice said, many who know Justice Ejaz, are aware of the wealth of knowledge he has, not only in law, but in philosophy, theology, Islam, history, both English and Urdu literature, etc. His legal expertise is not limited to any one area of law but ranges from constitutional law to civil service law, contract law, corporate commercial law, land law, and so on; he has delivered some land mark judgments that will remain as guidelines for years to come. One of the things which I most admire about Justice Ejaz is his passion for reading and his quest to educate himself further. Justice Ejaz Afzal has delivered some remarkable judgments which will be remembered for years to come. "My brother Judge, though he is blessed with a multitude of fine qualities, has never displayed arrogance or pride. Whenever I have sat on a bench with him I have been impressed with his quiet humility, his calm demeanour and his unfailing courtesy towards all who appear in his court."He has a very firm sense of his duty to his country. In this world, there are very few who have the courage to stand for what they believe is right, and even fewer can do so in the face of fierce opposition with the grace and resolve that Justice Ejaz Afzal Khan has displayed on so many occasions.‘It is a cardinal principal of statutory interpretation that while interpreting any provision of law the judicial approach should be dynamic rather than static, pragmatic and not pedantic and elastic rather than rigid. Justice Ejaz remained a true proponent of the said principal which is evident from the judgments he delivered. One such instance is the judgment in the case of employees of National Command Authority[3], wherein while considering the question whether the Rules framed under Section 15 of the National Command Authority Act, 2010 are statutory or otherwise, he, using, the dynamic approach, observed that “The Rules framed under Sections 7, 9 and 15 of the Act are of that genus or genera as they are not only broader in their area of efficacy but are also complementary to the parent statute in the matters of crucial importance. Yes, these Rules have not been framed with the intervention and approval of the Federal Government, but that would not prevent them from being statutory.” It was thus held that “the Rules so enacted and approved by the Authority with such personages on the board do not require another approval of yet another personage.”Born on the 8th of May, 1953 in Mansehra, Justice Ejaz Afzal received his basic education in Mansehra and after completing his FA from the Government College, Mansehra, he graduated from Abbottabad and thereafter he graduated in Law in 1977 from the Khyber Law College. Immediately after, he joined the legal profession. His elevation to the Bench as Additional Judge in September, 2000 was an acknowledgment of his professional capabilities and after having served as a Judge of the Peshawar High Court for 9 years, he was appointed as Chief Justice on 20th of October, 2009 and on 17th November, 2011 appointed as a Judge of the Supreme Court of Pakistan.

Peshawar roads as bad as of Karachi: Nawaz Sharif
JHELUM: PML-N founder Nawaz Sharif said that there was no difference between Karachi and Peshawar as for as development work was concerned. “Situation in Peshawar is no different from that of Karachi, where roads are badly broken,” Sharif told a large gathering of supporters at Jhelum on Monday.“I traveled to Khyber Pakhtunkhwa by motorway for five hours, but I could not find any naya Khyber Pakhtunkhwa,” he said, adding there was no development work anywhere in the province. He invited people from Sindh, Khyber Pakhtunkhwa and Balochistan to come to Lahore and Punjab and see the real development. “Come to Lahore and Punjab. You won’t believe your eyes. Shehbaz Sharif has worked so hard here,” he said. Calling Imran Khan a hypocrite, he said that PTI leader used to say that he can never joint hands with Asif Ali Zardari. But he did and voted for arrow in the Senate’s elections.” Mr Sharif said that Imran Khan cannot compete with his party. “How can a jackal even challenge a lion? These are cowards who run away after making allegations.”He regretted that no sincere Prime Minister could ever complete his term in Pakistan. “Our next 70 years are going to be better from our past 70 years,” he said. Urging the youth to respect their vote, he said that the next election would be a referendum.

ISLAMABAD: Senators belonging to the ruling and opposition parties Monday strongly condemned yesterday’s assassination attempt on Interior Minister Ahsan Iqbal and urged the nation to forge unity for exterminating the menace of extremism and terrorism.Leader of the House Raja Zafar-ul-Haq briefed the house about the health of Ahsan Iqbal, saying his condition was stable.Opposition leader Sherry Rehman strongly condemned the attack and said the whole nation was united to eliminate extremism and terrorism from the country. She prayed for speedy recovery of Ahsan Iqbal and said “We hope to see him back in parliament soon.”Sherry also condemned the brutal use of force by Indian occupied forces in Jammu and Kashmir. PM seeks UN action on Kashmir 'bloodbath'
ISLAMABAD: Prime Minister Shahid Khaqan Abbasi Monday called upon the international community to raise its voice against Indian oppression and urged the world leaders to unite to save the victimized and brutalized women, children and youth of Kashmir.On the recent spate of atrocities committed by the Indian security forces in Indian occupied Kashmir, he also called upon the United Nations to play its role to stop the "bloodbath of Kashmiris and enforce their inalienable right to self- determination," a statement released from the PM House said.Prime Minister Abbasi’s strong reaction comes in the wake of recent incidents of Indian state terrorism that led to killing of 14 people in past 36 hours.He said denial of access to the UN high Commissioner for Human Rights and the OIC Independent Permanent Human Rights Commission was a proof of Indian oppression and Indian guilt.He said Pakistan was gravely concerned over the escalation of systematic brutalities, killing of innocent civilians, and human rights violations by the Indian security forces with impunity in Indian occupied Kashmir.The prime minister said Indian security forces had recently unleashed a reign of terror against the Kashmiri people; the Hurriyat leadership had been arrested or detained; and peaceful protesters were being constantly terrorized and maimed by gunfire and pellet shots.“The continued inhuman oppression by Indian of five generations of Kashmiris struggling for a just, fair and legitimate right to self-determination calls in question the collective conscience of the world,” he added.He said, “Pakistan denounces Indian state terrorism in the strongest terms and will continue to provide moral, political and diplomatic support to the people of Kashmir in their struggle for self-determination under the UN Charter and in accordance with the UNSC resolutions.”

PAF opens its Bases for Thalassemia children on World Thalassemia Day
Islamabad: To mark the World Thalassemia Day, Pakistan Air Force invited children suffering from Thalassemia to visit its bases at Sargodha and Lahore.The said visit was arranged by Sundas Foundation, a welfare organization working for the treatment of children suffering from this blood disease. These angelic souls had expressed their desire to spend time with the fighter pilots and ground crew of PAF. On their arrival at PAF Base Mushaf (Sargodha), the children were accorded warm welcome by the base authorities. These children first visited the history room of the base where they were briefed about the glorious chapters of history written by the personnel of this base. Later on, they were taken to the tarmac of the base, where they got excited to see various fighter jets including JF-17 Thunder, Mirage & F-7 aircraft. They also interacted with the aerial defenders of the country and asked them questions regarding their professional responsibilities and family life. Icing on the cake for them was witnessing the flying activity in full swing leaving them spellbound. This group also visited PAF Base, Lahore where they keenly witnessed various air defence equipment and radars. To make this event memorable, the visiting children were also presented gifts and PAF souvenirs at this occasion. Expressing their happiness of visiting PAF Bases and interacting with its personnel, the children termed it as an unforgettable experience of their lives. PAF regularly arranges such visits for the children to acquaint them with the working of PAF and promoting pride in the capabilities of our armed forces.

Bilawal urges politicians to shun politics of hatred
MANDI BAHAUDDIN: PPP chairman Bilawal Bhutto Zardari has called for political fraternity to give up politics of hatred and promote progressive ideas to rid the country of radicalism. “I appeal to politicians to reconsider their political approach. We don’t need politics of hatred and intolerance,” Bilawal told a gathering of supporters in Mandi Bahauddin on Monday. His remarks came in the backdrop of a gun attack on Interior Minister Ahsan Iqbal who narrowly escaped death. The interior minister was visiting his constituency when a 21-year-old man claiming to be a supporter of a religious group opened fire on Ahsan Iqbal, leaving him injured. He was airlifted to Lahore where he underwent overnight surgery. The interior minister has been shifted to room from ICU. “We will have to refrain from politics of hate which has taken the country to this level,” Bilawal said and called for a thorough investigation about the failed bid to assassinate Ahsan Iqbal. He also criticized Imran Khan and Nawaz Sharif, saying the two leaders were doing politics of power. “Mian sahib is an expert at doing propaganda while Imran Khan has nothing important to say in his two-hour speech,” he said.

Imran renews pledge to introduce health reforms
ISLAMABAD: PTI chairman Imran Khan has renewed his commitment to change the dismal state of health sector in Pakistan after coming into power. “The chief justice has taken notice of conditions of hospitals in Khyber Pakhtunkhwa and other provinces. We welcome it,” Khan told a news conference at Bani Gala in Islamabad on Monday. “The chief justice is doing something which should have done by government’s regulators. But there are some facts which I want to lay before the chief justice,” he said. “We have raised the health budget form Rs30 to Rs80 billion in five years. As many as 8, 000 doctors are now serving in government-run hospitals. Many doctors have returned from US and UK to offer their services at Lady Reading Hospital in Peshawar,” he said."I request the Chief Justice of Pakistan to see the performance of KP hospitals by organizing an independent committee so that people should come to know about our reforms." Khan lamented that no reform had been introduced in Khyber Pakhtunkhwa’s hospitals for 40 years.“We had to face a lot of difficulties to introduce reforms due to multiple factors,” he said. The PTI chief said that it was government’s basic responsibility to provide health, education and justice to its people. “God willing, we will change the abysmal picture of health sector in Pakistan,” he promised.

HRCP voices concern at death of miners, migrant workers in Balochistan
LAHORE: The Human Rights Commission of Pakistan (HRCP) has expressed grave concern at the recent deaths of 29 workers in Balochistan. On 4 May, six migrant workers involved in installing a mobile phone tower in Kharan were killed by assailants who attacked their camp as they slept. During 5–6 May, 23 colliers were killed in two separate mining accidents—a methane explosion in a mine in Marwar and a mudslide in another mine in Sooranj, which left several miners fatally trapped.In a statement issued today, HRCP has said: ‘It is unacceptable that workers are not provided adequate security in regions known to be politically sensitive and thus vulnerable to such attacks. The responsibility for protecting workers in such a situation lies squarely with their employers, who must take all possible steps to ensure that their operations in any given area do not put workers at unnecessary risk. Where this risk exists, employers are bound to provide their workers with regular and adequate security.‘Moreover, mining accidents such as methane explosions and cave-ins may be preventable if the correct occupational health and safety procedures and mechanisms are implemented early on. In what is a physically grueling occupation in even the best of conditions, miners’ lives cannot be treated as dispensable. This implies that creating and sustaining conditions of decent work—for which both the state and employers are legally responsible—is as important as creating work in the first instance.’HRCP has also urged the state and the employers concerned to ensure that the workers’ beneficiaries are, in both cases, compensated fairly.

PPP, PTI face off in Karachi for May 12 rally
Opposition parties PPP and PTI are at odds over their plan to hold a public meeting in Karachi on the same date and at the same venue. Both the parties announced that they would hold a rally at Hakim Said Ground on May 12. PTI has already set up a camp at the ground to make arrangements for the rally. On the other hand, a PPP delegation led by Senator Saeed Ghani visited the venue on Monday.“Our rally will be held at Hakim Saeed Ground on May 12 at any cost,” Khurram Sher Zaman, a PTI lawmaker, told media. PPP’s Saeed Ghani said that his party had submitted a formal request at Deputy Commissioner office on May 3. According to Deputy Commissioner East, PTI is yet to apply for its rally. After the huge power show at Tanki Ground, Liaquatabad – a traditionally Muttahida Qaumi Movement stronghold – on April 29, the PPP is now preparing for its second such meeting to be addressed by party chief Bilawal Bhutto Zardari on May 12. The president of PPP’s District East chapter has already sent a letter to the deputy commissioner east to obtain permission to hold the gathering.The letter dated May 4 names the Hakim Mohammad Said playground, located between Federal Urdu University and Masjid Baitul Mukarram on main University Road, as the proposed venue for the public meeting.According to the letter, PPP chief Bilawal, Chief Minister Syed Murad Ali Shah and other senior leaders of the party will address the gathering.
