CJP constitutes committee to bring improvement in police system
ISLAMABAD: Chief Justice Mian Saqib Nisar has constituted a committee headed by Afzal Ali Shigri, Inspector General Police (retd), to suggest ways and means to bring improvements in the police system.The CJ formed the committee while chairing a meeting regarding improvements in police investigation process, on Tuesday, said press release.Chief Justice directed Mr.Shigri to come up with terms of reference in 15 days.The meeting was held at Supreme Court building which was attended by retired as well as serving Inspectors General of Police (IGPs) including Syed Masood Shah, Tariq Pervaiz, Shoukat Javed, Afzal Ali Shigri, Tariq Khosa, Iftikhar Ahmed, Shoaib Suddle, Fayaz Toru, Asad Jahangir and serving IGPs Mr. Arif Nawaz, (IG-Punjab), A.D. Khawaja, (IGP-Sindh), Salahuddin (IGP-KPK), Moazzam Jah (IGP-Baluchistan) and Azam Taimori (IGP-ICT).Talking on the issue of police investigation in criminal cases, the Chief Justice told the participants that it had been observed that in majority of criminal cases, police investigation was improper and sub standard and drastic improvements were needed so that criminal cases in courts could withstand judicial scrutiny.The chief justice asked them to deliberate upon the issue and suggest ways and means to bring improvements in the system.

Sindh cabinet appoint NICVD Ex. Director, approve various draft bills
KARACHI: Sindh Cabinet met under the Chairmanship of Sindh Chief Minister Syed Murad Ali Shah this evening at New Sindh Secretariat and took important decisions, including appointment of executive Director of NICV and approved some draft bills and referred the same to the assembly.The cabinet was told that the NICVD was most important institutions and it has established new satellites in various districts. Its director was retiring tomorrow (Wednesday), therefore a new director may be appointed on the recommendation of the selection committee.The cabinet was told that the selection committee has recommended a panel of two professors namely Prof. Dr Nadeem Qamar on the top and Prof. Dr Syed Nadeem Rizvi on the second. The cabinet unanimously approved the appointment of Dr Nadeem Qamar for another four years and directed Secretary Services to issue his notification of his appointment. The draft laws, the Sindh cabinet approved are as follows:Sindh Home-based Workers Act, 2018 : The home -based workforce of the province is piece rate workers involved in manufacturing and post -manufacturing process such as garment and hosiery, shoe making, embroidery, carpet weaving, handlooms, wood work, bangle making, dates cleaning and packing, pottery, handicrafts and others. The chief minister said that the government believes that the provincial policy on Home-Based Workers is inspired by the vision of egalitarian society, which is free of exploitation and coercion and where all citizens are equal before law and enjoy equal rights to live with dignity and self-respect. The draft law says that every registered home-based worker shall be entitled to social protection, medical benefits, grants and other privileges as available to a person falling with n the meaning of workers and workman as envisaged in Sindh Industrial Act, 2013 etc.Under the law survey the place of work of home-based workers for identifying and removing the hazardous conditions. b) Establishment of Sindh Environmental Protection Council: The Cabinet approved establishment of a 47-member council headed by Minister Environment while secretaries of all the departments, divisional commissioners, The Dean, Faculty of Plant Protection Agriculture University Tando Jam and two MPAs. The functions of the council include to approve comprehensive provincial environmental and sustainable development policies and ensure their implementation within the framework of a conservation strategy and sustainable development plan. The cabinet also approved establishment of different committee such as Industries, Agriculture and others.c) Chairman Sindh Environmental Protection Tribunal: The cabinet on the recommendation of chief justice of Sindh high Court appointed Justice (rtd) Sadiq Hussain Bhatti as Chairman of the tribunal for a period of four years. The cabinet also approved appointment of two members of the tribunal, Abdul rauf Memon, deputy director (Tech) B-18 and Advocate Mohammad Arif as member legal. d) Sindh Industries Registration Act-2018: The silent features of the act include registration/de-registration of industrial undertaking; survey/inspection of industries; power to call information in public interest or order any survey or inspection; monitoring industrial waste and pre-treatment of effluents. The cabinet approved the act and referred to the assembly. e) Amendments in Motor Vehicles Ordinance, 1965: The cabinet was informed that the ICRC-SZABIST organized consultative session to discuss the amendments while considering the delays in shifting the affected in ambulances due to rush of traffic, the ambulance stuck up in traffic jam and did not get clear track/ways to the hospitals, resultantly the injured expired. The provisions of the Motor Vehicles Rules were scrutinized for affecting the desired amendments in existing provincial motor Vehicles laws. The proposed amendments were made in the definition of `ambulance’. `The ambulance means a vehicle designed or adopted primarily for the purpose for carriage of sick, wounded or invalid persons or animals and registered as such with the health authority. Emergency Vehicle has been defined as motor vehicle used only as law enforcement vehicle, fire-brigade or ambulance to relieve distress. A new word `Obstruction’ has been added in the amendment which means any action by a person, vehicle or otherwise that would hamper, hinder or impede the progress of another vehicle. In this whay Section 82-A of the existing law has been amended as `Duty to Make way for emergency Vehicle. It means a driver of a vehicle or any other person, to the extent practicable, shall slow down, move to the left or otherwise, make all possible efforts to give clear uninterrupted and safe passage to an emergency rescue vehicle or an ambulance with active warning lightis and siren. f) Creation of Ziauddin University Board of higher Secondary Education: The cabinet in its meeting on 11.12.2017 had reached some consensus that there should be some essential requirements for Private Education Board. The cabinet approved organizational, legal, financial and other related formalities and requirements, including the submission of a feasibility report are outlined in the general institutional requirements- Pro-farma. These guidelines pertain to registration, availability of infrastructure and adequate financial resources, examination staff, examination criteria, affiliation criteria, fee structure, quality assurance, students supervision, assessment etcg) Regularisation of Contract veterinary Doctors: The Assembly has passed the bill for regularization of Vet and sent it to the Governor for his assent. The governor has made some observations to revisit the bill and ensure that upon regularisation, the veterinary doctors may not be transferred from their initial place of appointments till the position on which they are working is dully filled by another veterinary doctor. The cabinet made necessary amendment in the bill and re-referred to the assembly. h) The cabinet discussed Draft Sindh Regularization of Contract Paid & Work Charged LBOD employees Act, 2018. Under the proposed law the services of 2601 employees of LBOD would be regularized. The cabinet approved the draft and referred it to the assembly.i) The health department presented a draft bill before the cabinet for regularization of doctors and other para-medical staff appointed on contract basis. The cabinet formed a committee under Jam Khan Shoro with secretary health and secretary Law as its members with the directions to meeting tonight and go through clauses of the draft bill so that doctors and other staff could ben regularized. The Cabinet on the recommendation of the Chief Justice of Sindh High Court offered appointment of Mr Imran Malik advocate, as Judge ATC Khairpur which is lying vacant while the cabinet allowed Manzoor Ahmed Qazi Judge ATC Naushehroferoze to complete his remaining term.

Nawaz Sharif visits Ahsan Iqbal at Services Hospital
LAHORE: Former Prime Minister Muhammad Nawaz Sharif visited Lahore’s Services Hospital on Tuesday to inquire about the health of Interior Minister Ahsan Iqbal.He prayed for early recovery of the minister, who was wounded in an assassination attempt during a visit to his constituency in Narowal on Sunday. A21-year-old man claiming to be the office bearer of a religious party was arrested along with his firearm used in the attack. The suspect, who identified himself as Abid Hussain, confessed to his involvement in the crime, saying he wanted to target Ahsan Iqbal for government’s alleged attempt to amend an election declaration regarding finality of Prophet Muhammad (PUBH). The interior minister, who was shot in his arm, was airlifted to Lahore, where he underwent overnight surgery. He is out of danger now.

Army Chief inaugurates border fencing along Pak-Afghan border in Balochistan
QUETTA: Chief of Army Staff, General Qamar Javed Bajwa on Tuesday inaugurated work on border fencing along the Balochistan portion of Pak- Afghan border at Panjpai.According to Inter Services Public Relations, the Army Chief, interacting with the tribal leaders and locals at the occasion, thanked them for their full support and cooperation in fencing as well as their participation in maintaining security situation. He said that the fencing will check cross border movement of terrorists. However special arrangements have been made to facilitate bilateral economic activity and legal movement in any way or form through designated crossing points.Chief Minister Balochistan Abdul Qadoos Bazinjo and provincial home minister Sarfraz Bugti were also present on the occasion. CM Balochistan thanked Pakistan Army and FC for working hand in glove with the provincial government to achieve a common vision of shining Balochistan. Meanwhile, at Quetta General Bajwa did earth breaking ceremony of NUST Quetta Campus. With an estimated cost of Rs 2.63 billion, the campus spans over 30 acres and will house 550 students. Besides usual disciplines, it will also have fields pandering to specific requirements of Balochistan such as mining, water resource engineering etc. Later, COAS also inaugurated the Quetta Safe City Project which was held up for the last five years. It will cost Rs 2.28 billion. Upon completion, it will result in quick incremental betterment in law and order situation and make Quetta more safe and secure.COAS also interacted with youth from various universities of Quetta. He said that army will wholeheartedly support the government in bringing a revolution in services, particularly in fields of education, health, electricity, water and infrastructure. He said that our aim is to ensure that Balochistan does not have to rely on any quota or special arrangement, rather, people have same level of life as they can in any other part of the country. General Bajwa said that Pakistan has rejected terrorism and has achieved better peace after great sacrifices by Armed Forces backed by the whole Nation. “Some elements are trying to influence the minds of our youth at this stage to create anarchy and dissatisfaction in the society.”Pakistan Army will ensure the defence of the motherland in discharge of our constitutional duties. It is for everyone to ensure that they abide by law of the land and remain within the bounds of constitution. He asked the youth to take Pakistan forward through devotion, hardwork and character.

President stresses on easy accessibility of assistive technology for disabled people
ISLAMABAD: President Mamnoon Hussain Tuesday stressed upon promotion and easy accessibility of assistive technology for the rehabilitation of people suffering from disabilities or weakness, which was imperative for the progress and development of society.The president said all human beings were equally important and valuable, therefore, the people suffering from any kind of disability or weakness could not be left behind at the mercy of fate.He was addressing the inauguration of consultative meeting on ‘Improving Access to Assistive Technology’ organized by the Ministry of Health Services, Regulations and Coordination in collaboration with the World Health Organization.The president said Pakistan played a leading role at the international level for provision of “assistive products” to people suffering from physical disabilities, including introduction of a list of essential assistive products at the World Health Assembly, and lauded efforts of the federal minister for health.He observed that Pakistan had the honour of being the first country to present the list of essential assistive products at the international level.“I hope that after the adoption of this resolution in World Health Organization (WHO), necessary equipment will be easily available to all disabled persons around the world and Pakistan’s services, in this regard, will also be commended at the global level,” he added.He said Pakistan had a very positive and progressive vision regarding the rehabilitation and provision of health facilities to the disabled persons.“The Government of Pakistan has taken numerous steps in this respect, including Prime Minister’s Health Insurance Programme and other welfare projects.The government is making all possible efforts to provide health and medical facilities to the masses,” he added.The president said destitute and low income segments of society were availing free medical treatment facilities from the government and private institutions through those measures.Those programmes were broad-based and many countries from across the world had shown their willingness to benefit from those initiatives, he added.President Mamnoon noted that the world was facing numerous challenges and problems and the number of disable persons was continuously increasing due to growing population, increase in elderly people, national disasters, warfare and terrorism.“Under the circumstances, no society could afford to overlook its responsibility towards the disabled persons.Therefore, continuous research is imperative to make them a productive part of the society,” he added.Similarly, he said, exact data was required so that the community could also contribute towards the national development.Access to assistive technology was like a blessing and there was a need that measures might be taken to ensure its access to the concerned, he added.

People-to-people contact vital to improve Pak-US ties: Aizaz Chaudhry
Dallas: Pakistani Ambassador to US Aizaz Chaudhry has underscored the importance of people-to-people contact to improve bilateral ties between two countries.“There have been ups and downs between Pakistan and the US at governmental level, but people to people level contacts have always been very healthy,” said Chaudhry while speaking at a seminar hosted by Pak America Business Forum on Tuesday.He urged traders, entrepreneur and other Pakistani Americans to act as a bridge between Pakistan and the US to improve trade ties. The youth should lead the movement in this regard, he stressed. “Pakistani Americans have acquired high status in the US and coming generation will be advocate for Pakistan.” He said that traders and entrepreneurial organizations should form youth wings in their groups so that they can transfer knowledge and experience to them. “If you are strong in your society you can be of greater service to Pakistan.”He said that law and order situation had improved in Pakistan, resulting in more foreign investment. Forum’s President Waqar Khan and other officer bearers Anwar Azam, Hafiz Riaz and others also addressed the event.Pakistan Council General in Houston Aisha Farooqi also addressed the gathering.

NA passes bill aimed at ensuring rights of transgender persons
ISLAMABAD: The National Assembly on Tuesday passed the Transgender Persons (Protection of Rights) Bill, 2018 aimed at ensuring rights of transgender persons with majority vote.Syed Naveed Qamar of Pakistan People Party Parliamentarian (PPPP) piloted the bill to provide for protection, relief and rehabilitation of rights of the transgender persons and their welfare and for matters connected therewith and incidental thereto [the Transgender Persons (Protection of Rights) Bill, 2018 in the House.Under the proposed law, the Transgender persons will be able to register to obtain a driver’s licence and passport. They will have the option to get their gender changed in National Database and Registration Authority (Nadra) records.Harassment of transgenders will also be prohibited in and outside their homes. They will not be discriminated against by educational institutions, employers, in trade and health services, and when using public transport and buying or selling or renting property.The government will establish a safe house for transgenders and provide them medical and educational facilities and psychological counselling. Separate rooms will be established at jails where transgenders could be detained. In addition to all basic rights, they will be entitled to inherit property.The government will take steps to ensure employment opportunities for transgenders and they will have the right to vote in all national, provincial and local government elections and they will not be discriminated against in their pursuit of a public office.Anyone found guilty of forcing a transgender person to beg will be sentenced to six months in prison and served a fine of Rs50,000.The Senate has already passed the bill.
